Overview

Competency Training’s High Voltage Switching Operations course provides participants with the skills and knowledge required to undertake high voltage switching operations and apply access authority procedures in accordance with workplace requirements. Our purpose-built high voltage training facilities contain a range of high voltage equipment. The ELV interconnection system provides active test points and real responses from the equipment, thereby providing opportunities for simulated switching in a safe environment. This ensures that participants can practise electrical safety, switching and access authority procedures in a controlled setting.

Course Outline

This nationally recognised High Voltage Switching Operations course is intended for workers who undertake, or are preparing to undertake, high voltage switching activities.

Competency Trainings HVSO course covers the following topics:

Legislation and standards
Electrical hazards and risk management
Safety procedures and personal protective equipment
Requirements for working in high voltage areas, including safe approach distances
Precautions for performing high voltage switching
Switching program writing
Access authority and permit procedures, including roles and responsibilities, access requirements, sign-on/sign-off and permit completion

This course also includes practical high voltage switching and access authority activities in a simulated workplace environment, including:

Remote switching operations using our customised interactive network diagram
Manual switching activities in our high voltage switching training facilities
Application of access authority and permit procedures as part of high voltage switching activities

Course Content

The High Voltage Switching Operations course is meticulously designed to equip participants with the knowledge and skills necessary to perform high voltage switching operations safely and effectively. The comprehensive curriculum covers a wide range of topics, including:

High Voltage Switching Operations and Procedures: Understanding the fundamental principles and practices involved in high voltage switching, including electrical safety protocols and procedures.
Switching Program Development and Implementation: Learning how to create and execute effective switching programs, including control room scenarios.
High Voltage Equipment, Electrical Apparatus and Switchgear: Gaining practical experience in the identification, operation and management of high voltage equipment and switchgear used during switching activities.
Access Authority Procedures and Permit Requirements: Applying access authority procedures, including permit requirements, roles and responsibilities, access conditions, sign-on and sign-off, and permit completion.
ESI Safety Rules and Risk Management: Understanding industry safety requirements and applying hazard identification, risk assessment and control measures.
Personal Protective Equipment Requirements: Ensuring the correct use of personal protective equipment to maintain safety during operations.

This course is tailored to meet the needs of electrical workers who require high voltage switching training, including those in the rail sector. It aligns with the UET Transmission, Distribution and Rail Sector Training Package and the UEP Electricity Supply Industry – Generation Sector Training Package, ensuring participants receive industry-relevant training.

Refresher Training

A High Voltage Switching Operations – Refresher course is available.

In accordance with industry best practice, Competency Training recommends that this high voltage training course be refreshed every 2-3 years.

Western Australian Mining – High Voltage Operator (HVO)

Competency Training’s High Voltage Switching Operations course is approved by WorkSafe WA for High Voltage Operator (HVO) training under regulation 675ZZK(1)(d) of the Work Health and Safety (Mines) Regulations 2022.

High Voltage Operators should maintain current competency in accordance with applicable workplace, regulatory and site requirements.

Short Course - Switching Program & Practical Training

This course is delivered face-to-face, combining trainer-led learning with practical activities using high voltage equipment and simulated workplace scenarios. Participants develop and apply the skills required to undertake high voltage switching operations and access authority procedures in a controlled training environment. Key areas include:

Creating and coordinating switching programs
Operating HV and LV switchgear
Managing HV distribution systems
Applying access authority and permit procedures
Verifying operations using active test points
Applying risk management and safety procedures

Hands-on training provides participants with the opportunity to practise high voltage switching and access authority procedures safely and effectively.

Prerequisites

The High Voltage Switching Operations course is delivered as a clustered program comprising multiple units of competency. Some units have prescribed prerequisites that are either included within the clustered course or must be demonstrated by the participant.

Prerequisite included within the course

UETDRMP001 Apply access authority procedures to work on or near electrical apparatus has the prescribed prerequisite:

UETDRMP002 ESI safety rules for work on, near or in the vicinity of electrical apparatus

UETDRMP002 is included within the HVSO course and is completed as part of the clustered training and assessment program.

Units with Prerequisite or Entry Requirements

The following units have prerequisite or entry requirements that must be met for participants to be issued the relevant unit on their Statement of Attainment (SOA).

UETDREL005 Work safely in the vicinity of live electrical apparatus
Participants must be able to provide evidence of:

UEECD0007 Apply work health and safety regulations, codes and practices in the workplace; or
an appropriate current electrical licence

UETDRSB001 Perform substation switching operations to a given schedule
Participants must meet one of the following entry requirements:

Hold a UET Certificate III, IV, Diploma or Advanced Diploma qualification, or equivalent issued in an Australian state or territory; or
Hold an Electrician or Electrical Fitter qualification, or equivalent issued in an Australian state or territory; or
Be in the final stages of completing an apprenticeship in one of the above qualifications

Participants may be required to provide evidence that they meet the applicable prerequisite or entry requirements prior to commencement.
